Charleston. Most of the colonies began with a capital on the coast, and after the Revolution moved the capital inland as population grew in the interior. Usually the capital was moved to the "fall line" which was the upper limit of navigation of a river, so Columbia South Carolina, Raleigh North Carolina, Richmond, Virginia, Harrisburg, Pennsylvania and Albany, New York became state capitals post-Revolution, for example.
