They were not as mobile. The way they hunted was limited without the horse. For the plains Indians, who depended on the buffalo herds could not follow as well without horses. But the biggest difference was how they fought. A lot of the tribes were very peaceful but some were not. The tribes with horses had a huge advantage.

Before the plains indians had horses they hunted buffalo by killing foxes and wrapping up in the fox skin. They did this because the buffalo wasn't scared of the fox due to the fact that it was much bigger than foxes so the plains indians approached them and took them out with their arrows.

Almost nobody lived on the Great Plains before horses arrived; hunters on foot had no hope of keeping up with the herds or transporting hides and meat from animals they killed.

Many tribes lived on the edges of the Plains and ventured out in the hope of finding a sick or injured animal that could not run away; dogs were used for transporting very small tipis and carrying light burdens, but the chances of success would have been very small.

Even if a small herd was discovered, hunters could not keep up with the animals in order to shoot arrows at them, so in some cases the "buffalo jump" was used - scaring the herd with fire and noise to stampede it over a cliff. The amount of meat, hides and bones produced in this way would be far more than the hunters could use so it was a wasteful and risky business.

The only real hope was in the deep snows of winter when hunters wearing snowshoes could easily track and overtake a small herd of buffalo, who were unable to run in those conditions. Spears could be used instead of arrows and only the amount needed would be taken. Getting the meat back in a deep-frozen condition was simply a matter of dragging it.

In general terms the Plains were virtually empty of people before horses became available.
