There were several religions in the Philippines before the spanish came in 1521, however, the predominant religion was Islam and the Philippines prior to spanish colonization was "Maharlika" or referred by the Europeans as "Muslim National Archipelago".

Before the arrival of Ferdinand Magellan in 1521 and of Miguel Lopez de Legaspi, the Spanish colonizer in 1565 (forty four years after Magellan's death), the Philippines was comprised of independent tribes separated by mountains, and bodies of water.

Each tribe, however, had its own mores, laws, trained warriors, and culture. Education was informal. Parents were the first teachers of children. Archaeological findings have unearthed porcelain from China and other things from Thailand, evidences that the individual tribes had barter trade with Asian neighbors.

It depends on how you mean "uncivilized".

If you use the term the way that Europeans used it in the 19th century, i.e. to argue that those countries that did not have an established bureaucracy, embrace Christianity, and used industrialization were not civilized, then yes, the Philippines could not match European technology.

However, if you use the word properly, i.e. to refer to the establishment of civil society as opposed to hunter gatherer traditions, in the 1500s, prior to the arrival of the Spaniards, there were already three kingdoms in the Philippines. On the island of Luzon there were Kingdoms of Tondo and Maynila. On the island of Cebu, there was the Rajahnate of Cebu. In the Visayas Island region, there was the Confederation of Madja-as. Around Mindinao there were the Sultanates of Sulu and Maguindinao. These latter two even resisted Spanish occupation for centuries.

Before the Spaniards the predominant religions in the Philippines were Hindu and Buddhist. Some parts of Mindanao were Muslim and parts of northern Luzon were Pagan.
