The Treaty of Rome started the European Economic Community, which eventually be came known as the European Union. The Maastricht Treaty was the treaty that formally started the use of the name "European Union". It was signed in Maastricht, which is in the Netherlands.
The members of the European Economic Community signed the Maastricht Treaty in 1992 to create the European Union. The treaty established the European Union as a political and economic union, laying down the foundations for the single currency (the euro) and outlining the common foreign and security policy of member states.

The European Union as it is currently constituted was established by treaty in February 1984, although it's predecessor, the European ECONOMIC Community, was set up following the Treaty of Rome in 1957.
The European Union wasn't formed instantly. It is a result of the combo of various institutions that initially promoted a European Community. This turned to a Union, after agreeing on the basis of a treaty.
