The Emancipation Proclamation of 1863 announced that it was the policy of the US government that slavery was to be abolished. However, its scope was limited to the Confederacy, where the US did not have any real authority. It did set the stage for the 13th Amendment in 1865, which did outlaw slavery by establishing that individual rights could not be withheld on the basis of race.

Principally, and most urgently, the Proclamation made it politically impossible for Britain to send military aid to the Confederates. The war had now been turned into an official crusade against slavery, and free nations abroad could not be seen to fight for the slave-owners.
However, Lincoln's other hope, that it would revive Northern morale by encouraging crusading zeal, was not borne out. The North was never solidly Abolitionist.

There were many effects attributed by the emancipation proclamation. Slaves were turned out, by their masters like cattle or hogs. The happiness of newly emancipated slaves was short lived. They soon faced the reality that they were uneducated and had no idea how to independently support themselves and their familes. Many reluctantly had to submit to returning to cruel slaveholders for the provision of food and shelter. It wasn't long before the South created a new form of slavery "sharecropping". Freedmen were forced to accept minimal wages to support themselves and their families. A new terror for blacks in the South, was the KKK and the Night Riders. These new formed organizations used violence to deter newly freed blacks from voting, having a social standing in the community, education and religion. The freedmen who began to prosper independently with acquired land and property were run off their own homesteads and threatened with death for returning.
African Americans rushed to enlist in the Massachusetts 54th Regiment, the first black regiment.
