The Tonkin Gulf Resolution: It commenced open warfare between the United States and North Vietnam.
Prior to the TG Resolution there was only war in South Vietnam; it was a guerrilla war and did not openly involve North Vietnam...nor was North Vietnam openly bombed by US aircraft.
No, Ike did (Eisenhower).
The Gulf of Tonkin Resolution, passed by the U.S. Congress in 1964, authorized the U.S. military's escalation of involvement in the Vietnam War. It gave President Lyndon B. Johnson the power to take all necessary measures to repel any armed attack against U.S. forces and to prevent further aggression in Southeast Asia. This resolution essentially expanded American military involvement in Vietnam.
For the US the war ended with the signing of the "Paris Peace Accord" in 1973. For South Vietnam, the war ended in 1975, when it fell to North Vietnam.

Vietnam has never had a civil war. The closest you could get would be the Vietnam War, which was fought between the separate although related countries of North and South Vietnam (along with the allies of each side).

The F22 Raptor would only have smart weapons and no guns on it had not been for the Vietnam war.
WWII was a TOTAL and Declared war. Meaning ALL weapons were used, including atomic weapons; total surrender of the enemy was sought...no peace agreements...surrender or face total destruction. Vietnam was a LIMITED war and not declared. Meaning NO atomic weapons would be used (although there were plans to use them, when given the order) and congress would not declare formal war as that implied the use of atomic weapons (implied total war). The enemy in Vietnam (North Vietnam) would not face total destruction but could end the conflict by a peace agreement.
