But if there is a sudden change in policy or circumstance (a new tax on tea, a sudden famine) this can be like a spark on dry kindling. Another equally important factor is that over time, colonial areas (like Latin America) begin to develop their own elite class, which is usually not allowed to take part in colonial government. This class eventually decides that they are better off running the country, and foment revolution to that end. This was the case in the American Revolution, as well as most if not all of those in Latin America.
