When it turned the anti-Persian league which it led into an empire of its own, it directed the war funds it mulcted from the other cities for its own purposes, beautified the city and encouraged cultural, philosophic and scientific practitioners from around the Greek world to practice in Athens, shifting these activities from the Ionian cities where they had flourished previously.

Athens was the cultural capital of Ancient Greece, just as Paris was the cultural capitol of Europe, for many years, and New York City has been the cultural capital of the U.S. Athens was a great maritime power that traded with many cultures in the Aegean, Western Mediterranean, and Pontic Sea (Black Sea). Following the Persian Wars, Athens formed the Delian League with other smaller sea powers, and and became a formidable military/political force. It it this power which caused he conflict with Sparta in the Peloponnesian War, which led to Athens' loss of power. Even during the struggle with Sparta, Athens produced the finest tragic poets, mathematicians, and philosophers know to the Greek world. Part of the reason Athens is so well remembered is that they left a record behind, and their point of view is the one that is remembered.

After the Persians gave up on their attempts to control the Greek city-states, Athes converted the Delian League, which it had led in the later stages of the war, into an empire of its own, continuing to collect the war levy, which it spent on itself, giving it the resources to promote its culture and building, and put half its own citizens on the public payroll.

It was one of the strongest and most well organized cities. It had a strong government. Also, it was one of the richest citystates in Greece
