The Cold War
After Trotsky asserted that there could be no conflict between the trade unions and the government, Lenin sought a "compromise" of sorts between the government and the Mensheviks. He asserted that both positions were in error because a workers state had not yet been created. What this meant of course was the revolution was not complete and trade unions were not yet in compliance with the new social order. Under such circumstances, War Communism was necessary to move toward the workers state.
The 15 unions in the Soviet Union were not independent and had to follow the governing of the politburo in Moscow.
In the 1890s, in the conflict between unions and managements, the government took the side of management and business. President Cleveland sent in United States Marshall's along with the United States Army to break up the Pullman Strike.
