One World Trade Center is currently under construction at the former WTC site. Construction has started on three more office towers one block east of where the original towers were.
Not the original one- That area is a memorial. They are making a new one, though. It's called the One World Trade Centre, construction on it started April '06. It actually is rather close to completion. :)
The construction of One and Two World Trade Center (The Twin Towers) began in the mid-1960's and finished in the early 1970's.

They are one and the same; both phrases refer to the 1776-foot-tall tower currently under construction in the new World Trade Center.
A new World Trade Center Complex is currently under construction; it is comprised of seven buildings, the centerpiece being the 1776 foot (1792 to the tip) One World Trade Center. The new complex also features a transportation hub, 9/11 memorial, and museum. Construction began in 2002 and thus far, only one tower (WTC 7) has been completed, however both One Trade Center and Four World Trade Center have thus far nearly risen to their respective roof levels.
