The economic education for college students during the Soviet Era revolved around communism. Students were taught that the free open market only favored the rich. They were also taught that socialism was the way to go in economic, political, and other scenarios.

E.g. go to prison or the military. No education? The military gave you one! (Yes...the GED).

The two main theories for reform were that education was for utility and the second reason was for knowledge and general intelligence. At the same time there were a number of technological and economic developments that made it possible to support more schools and serve more students, and provide schooling for longer time periods. At the start of 1879 public schools were established through out the country and the newest trend toward more schooling for more students. The first public high schools were also established in this period.
