First Texas Navy happened in 1835.
Machine guns (tri-pod mounted water cooled models) were first used extensively in combat by the Russians in 1904-1905 during the Russo-Japanese War. The Russians may have not done too well fighting the Japanese Navy at sea but their machine gun equipped armies on land nearly bled the Japanesse Army dry!
The first Army-Navy game was played in 1890 and won by Navy 24-0.
Although probably not used officially during the war, the "Blue Water Navy" was the opposite of the actual existing USN BROWN WATER NAVY of the Vietnam War. The Brown Water Navy was the US Navy's "Riverine Forces" (Swift Boats, Monitors, Alpha boats, PBRs, etc.). The Blue Water Navy was the (Real Navy?) aircraft carriers, battleship (USS New Jersey), heavy & light cruisers, and destroyers providing naval gunfire support from the gunline.

The Navy Seals or Navy engage first by water. In a defensive mode it would be whatever branch of our military was attacked. At Sea it would be the Navy or Coast Guard, on land it would usually be the Army or Marine Corp. In the air it would normally be the Air Force over land or the Navy over water. In an attack posture the CIC (Commander in Chief would determine what forces to deploy in attack. It could and at times has been each one of and mixtures of our armed forces.
