A spaghetti western is a cowboy movie filmed in Italy but made to look like it was made in the "Old West". Italy has terrain similar to that of western USA and movies were less expensive to film there.
Sergio Leone was the director of the " Spaghetti Westerns" because all the crew and cast (except just a couple of the main cast) were all Italian, they were even made in some parts of Italy and mainly in the Spanish plains.
So basically as the movies were all Italian people have just used the name to differentiate the American & Sergio Leone's films.

Spaghetti Western films were originally released in Italian, often with subtitles. They were later dubbed into English which accounts for the slightly comic mismatches of mouth movement and sound that can be found on many films.
Because they show people eating spaghetti a lot? Just kidding. Western produced in Italy in the 1960s and 1970s are called Spaghetti Western simply because they were produced in Italy. If they had been filmed in France they might have been called Baguette Westerns.
