The secret police are probably better seen as "political" police, since the various secret police organizations did not perform regular police functions regarding crimes. Also some of the secret police were uniformed, but were assigned to root out political dissenters.
Some uses were
- Forming blocking forces behind regular Red Army troops with orders to shoot their own soldiers if they retreated against orders.
- Interrogate suspected political dissenters using torture.
- Root out people who were against Stalin's orders and plans and have them executed, exiled or imprisoned without trial.
- Encourage people to turn in counter-revolutionaries. They even encouraged children to turn in parents.
- Guard prisoners in the concentration camps and in the GULAG system.
Essentially, the secret political police were used to prevent any type of dissent from official public policies.

The most important responsibilities of the secret police were to identify and root out those hostile to the Soviet regime on their own territory, to combat ‘enemies’ of the regime abroad, and foreign espionage. As such the secret police was the primary apparat of political and cultural repression on Soviet territory.

Russia did not become the Soviet Union in 1918. After the Bolshevik takeover, Russia became the "Russian Soviet Federal Socialist Republic." (RSFSR) After the Russian Civil War, the RSFSR signed the Soviet Union Treaty with Ukraine, Belorussia and the Transcaucasus Federation (Georgia, Armenia and Azerbaijan). The treaty was ratified in 1924 and the name was changed to the Union of Soviet Socialist Republics (USSR). In 1918, differences included the overthrow of the Tsarist rule, the establishment of the Communist government, the abolition of private ownership of property, nationalization of factories, banks and other businesses and the onset of the Russian Civil War. Dissent was still not permitted. The economy of the country even worsened from what it had been under the Tsarist government.
