Hadrian's Wall was built to mark the northern boundary of the Roman Empire. It was a physical border between the "civilised" world and the "barbarians" to the north. While it was occupied it showed the nearby tribes outside the empire that they could not enter without permission. It was easy to bypass the wall by taking a boat from what is now south-west Scotland or Ireland, but then you would have to deal with the militia.
Of course, when the Romans left, there was no-one to pay for the defence and the Scots and Irish began raiding.
