It was the late 1960's, miniskirts and bikinis were new and fresh, there was a highly publicized space race between the United States and the USSR and a new children's cultural shift from cowboys vs. Indians to astronauts vs. aliens was taking place. That's when Roddenberry combined all of these things for a new twist on how to tell classic shoot-em-up stories that were popular on TV at that time.
Of course Star Trek has now grown into much more than it's meager beginnings foretold, but in the beginning not many people besides Roddenberry thought the show would be popular for long and indeed the original series only ran for 3 seasons before being cancelled.
