The first minimum wage proposed by President Franklin Roosevelt was 25 cents an hour, but it was shot down by Congress. Three years later, in 1938, an act was approved that instated that same wage. So, to answer your question, for much of the 1930's, there simply wasn't a minimum wage, then, for the final two years, it was 25 cents an hour. Due to the depression most people took whatever they could get in an effort to survive.
