It depends on the time in question. As of 28 May 2015, the most dangerous place in the Middle East is ISIL territory, especially the recently conquered city of Palmyra. Yemen is also very dangerous. The Republic of Iraq is also quite dangerous as is Non-ISIL Syria. Comparatively, Palestine is doing rather well, especially the West Bank.
