for the Framers, the legislative branch (the Congress, House of Representatives and House of Senate) was the most important, lawmaking being - in their perspective - the most important function of government. Article one of the Constitution evokes this interpretation as well - the legislative branch is the first branch addressed in the Constitution. It also to most elaborated article, articles 2 (executive) and 3 (judiciary) being much more ambivalent.
