No, Missouri and Kentucky were both border states that had divided loyalties during the American Civil War. While Kentucky remained officially neutral, Missouri had competing governments and factions supporting both the Union and the Confederacy.
Becuase he didn't want to lose the support of the border states.
At the beginning of the Civil War, the Union had 19 states, not including the four border states that did not secede. The Confederacy had only 11.
Only in the states that were in rebellion. The border-states could continue practising slavery for the time being.
Because he was anxious not to upset powerful slave-owners in the border-states and drive them into the arms of the Confederacy.
Aside from the obvious threat from the confederacy and Lee, the seccesion of border states was a major threat. Lincoln was hesitent to issue the Emancipation Proclaimation because he feared alienating the border states. These states were the buffer zone bettween the Confederacy and hte north. Lossing them would not only give the Confederacy more men, it would also shift the battle lines closer to Northern strong holds and the nations capitol.
In February of 1861, the Confederate government sought to counter Northern opposition to its secessionist regime. It declared that the Mississippi River would be open to trade for both the Union and the Confederacy. They also hoped that such a policy might cause a split in the New England areas and the states that bordered the Mississippi River. The Confederates also courted Northern border slave states to join the Confederacy. Only a two thirds majority in the Confederate Congress would be necessary to join the Confederate States of America.
