The decrees of the senate and religious rules were kept secret. This left plenty of room for arbitrary use of power and for abuse. The compilation of a set of law provided clear rules and their publication enabled people to know what they were. Illiterate people could get someone who was well versed with these laws to represent them. Many of the laws were about procedures for the conduct of trials, so that there would be fairness in the way trials were handled.
