Adams realized that the US could not enforce the provision of the Monroe Doctrine but Great Britain had previously proposed that the two nations issue a similar proclamation closing the western hemisphere to future colonization. The Lockean doctrine allows for emergencies where the President may act without consulting Congress. This presidential prerogative is subject to abuse. President Lincoln suspended habeas corpus for example on the basis of his perceived emergencies.
