So When Russia placed its troops to surround the Austrian borders they were very close to the German borders.
Because Germany was led by a hectic ruler he accused Russia of planning to attack Germany and in addition Germany and Austria are traditional allies and therefore Germany had to step down and protect itself.

If Britain had left it, essentially Germany would of invaded both France and Belgium, and then would of been able to invade Britain from the South.
