The Union of Soviet Socialist Republics (USSR) and Cuba were both communist countries, and the Soviet Union provided money and supplies to Cuba during the US trade embargo with Cuba. After the collapse of the Soviet Union all aid to Cuba was cut off. Cuba's close proximity to the United States gave the Soviet Union a foothold in the Western Hemisphere at the US doorstep.
Relations were very tense. Many people in the west thought that the world was on the brink of World War Three (nuclear war). The Soviet public was mostly unaware of the dangerous nature of the crisis.
During the Cuban Missile Crisis the relationship between the US and the USSR was extremely tense. Both nations were prepared to launch a nuclear war of total annihilation. It was only narrowly averted. In the end, each side needed to allow the other room to back away from the nuclear precipice. The United States needed to agree to remove missiles from Turkey as a quid pro quo for the Russians removing missiles Cuba.
