I don't think so; for several years after '89 we had no Canadian offices in Bucharest. Those who wanted to settle in Canada had to go either to Hungary or to present-day Serbia for interviews, visas or to fill in forms. The Canadian Embassy is quite a recent institution, therefore.

To write a letter to the British embassy you first put your address. Next you put the date you are writing the letter then the address of the British embassy before finally writing the content of the letter.
