WWII was a TOTAL and Declared war. Meaning ALL weapons were used, including atomic weapons; total surrender of the enemy was sought...no peace agreements...surrender or face total destruction. Vietnam was a LIMITED war and not declared. Meaning NO atomic weapons would be used (although there were plans to use them, when given the order) and congress would not declare formal war as that implied the use of atomic weapons (implied total war). The enemy in Vietnam (North Vietnam) would not face total destruction but could end the conflict by a peace agreement.
