You can look up the owner of the IP address using a WHOIS service. The American Registry for Internet Numbers (ARIN) database covers North American IP addresses, the Internet Assigned Numbers Authority (IANA) website can tell you which databse to use for what region.

This will tell you who owns the actual IP address, not necessarily who is using it. For example, most residential IP addresses will resolve to an internet provider, like Cox, Verizon, Comcast, TCI, AOL, EarthLink, etc. Most website IPs will resolve to a server hosting service, like DreamHost or GoDaddy.
