I heard this from someone else, so you'll have to verify it elsewhere, but I was told it wasn't anything momentous or profound. He simply said, "I love you." Whether he was speaking just to wife Nancy or to everyone in the room, one can only guess.

Reagan suffered from Alzheimer's for many years before he died and could not even recognize anybody but wife Nancy, and he was very old. I think he was virtually unconscious when he died and did not say anything intelligible. I read somewhere that he seemed to have a flash of recognition while looking at Nancy.
