It was created during the fighting with Great Britain and while it was a weak government and did not last, it did serve a useful purpose. It fought and won the Revolution and negotiated a peace with Great Britain. It established the procedure for admitting new states into the Union on an equal basis with the original 13 states. It enacted laws for governing the territories and provided the steps to create new states.
