2) Washington's putting down the Whiskey Rebellion, a direct attack upon consolidating and legitimizing the central government
3) Washington voluntarily surrendered his office at the end of two terms...a VERY novel concept in late 18th Century political thinking...and allowed John Adams to be elected.
Failures
1) The XYZ Affair---Francophiles in the American government (read Thomas Jefferson) almost let the French undermine the new USA
2) The Alien and Sedition Acts---almost created a Dictatorship
Washington did not have many failures. His surrender of Fort Necessity during the French and Indian War was a serious military defeat but I am not sure that Washington was to blame. He had a serious struggle later in this war when General Braddock was killed, but Washington was able to manage an orderly retreat.
During the Revolutionary War, Washington had to struggle constantly to get supplies for his army and find replacements for the men whose enlistment periods expired and to keep up morale to prevent desertions. The terrible winter at Valley Forge was surely a struggle. The war did not always go well for him. He had a narrow escape at Brooklyn Heights and was driven out of New York.
