During the American Civil War there were five states which stayed neutral and were given the name "border" states. They were called border states because they each bordered a free state and were aligned with the union. The five border states were Delaware, Kentucky, Maryland, Missouri, and West Virginia.

Many border states wanted to stay out of it because they were caught in the middle, but it wasn't a case of refusing to participate, because as border states, the war was being fought on their land. Even Kentucky, who issued a Declaration of Neutrality, had to choose sides when the confederacy invaded their state. Maryland also wanted to stay Neutral, but was unable to. Virginia got ripped apart (thus West Virginia) by the same conflict. 4 border states chose not to secede: Delaware, Kentucky, Maryland, and Missouri. That doesn't mean they were neutral, but they wanted to solve the Union's problems another way.
