Tsar Nicholas II recognized that he could no longer simply use military force to prevent the Russian people from overthrowing him. Therefore he agreed to create the Duma, a democratically elected legislature that would be able to pass legislation that even the Tsar would have to abide by. He also signed the October Manifesto, which promised the Russian people greater individual freedoms. The Tsar soon reneged on both these promises. The Duma never became anything more than an advisory body and the new freedoms never appeared. This set the stage for the revolutions to come in 1917.
Bloody Sunday started it. The massacre of Bloody Sunday occurred in St. Petersburg, but it touched a firestorm of outrage and indignation throughout several Russian cities. This was the beginning of the change in the minds of many Russians that the Tsar was not the benevolent "little father" looking out for the welfare of the people and that they needed to take action like demonstrating in order to get the Tsar to listen to their grievances. It also made the Tsar realize he could not simply ignore the complaints of the people or they might revolt.
As a direct resu;t of the events in 1905, Tsar Nicholas II issued the October Manifesto, which created the legislative body called the Duma and provided for more personal freedoms.
