The Constitution was signed by the delegates and authenticated by George Washington without the Bill of Rights -- the first ten amendments to the Constitution. When the Constitution was sent to the 13 states for ratification, the Bill of Rights was not included, and many states would have failed to ratify without an iron-clad promise that certain rights would be memorialized in writing later.
