In the early day of Rome soldiers were motivated by the duty of citizens to defend the homeland. The Roman army was a citizen militia of peasant farmers who were levied during the campaigning season (March to October) and then returned to their farms. In 405 pay for the soldiers was introduced. The spoils of war, when they were allowed a share, was another incentive for them.

The Marian reforms of the army of 107 BC made joining the army voluntary, allowed the landless poor to join the army, made the state pay for the soldiers' equipment (previously they had to pay for it) and established a career of 16 years (later it was increased to 20 years). Soldiers were also entitled a grant of a sizeable sum of money (numnaria missio) or a plot of land to farm (agraria missio) on discharge. The poor flocked to the army because it gave them a career, a pay and a pension.
