Use their amphibious forces to maintain control of the seas, to allow supply of the city and to contain and harrass the Spartan-alliance cities.
The Athenians did not win the Trojan War. They are reputed to have provided a contingent to the Greek force which invaded Asia Minor to loot the west coast, and helped in capturing the richest prize of Troy. The leaders of the invasion were Argos and Sparta.
Athens produced a revision of the Iliad poem about the war five hundred years later, faking up a passage which said they had owned the island of Salamis which they were then disputing with their neighbour Megara.
The story of the Trojan Was is a traditional entertainment account sung by the strolling bards for hundreds of years before it was written down. There have been thousands of variations, and we don't know what bit is factual or what is just a good tale or embellishment. But Athens was never the major player.
