In analyzing the quality of the Confederate decision to launch a campaign in Maryland, one important factor was that both Robert E. Lee and Jefferson Davis, could see that the chances of having an opportunity to bring the war to the North would be limited ones. The opportunity to launch the Maryland campaign was a window of opportunity, that was unlikely to repeat itself. With that said, the idea of launching an offensive into Maryland was a good decision, despite the fact that the results were unfavorable to the South. Somehow, the offer was made to move the Confederate capitol to Richmond in order to entice the State to join. Virginia seceded from the Union. General Robert E. Lee followed the decision of his State. The Capitol was moved to Richmond.
