It can have various affects, depending on how you to do it. Excel will decrement the series if you also press the Ctrl key. It can also create a normal incrementing series. If there are values already in the cells, it will erase them.

∙ 11y agoIf you press and hold the Ctrl key and then put the mouse over the fill handle, then dragging up or left will decrement the value. You will see a little plus symbol with the mouse pointer when you position the mouse over the fill handle while pressing the Ctrl key. Dragging left or up without pressing Ctrl will not decrement values.
