The general rule of out of state citations is that if you quickly pay the fine without disputing it, the state where you have your license never finds out.
Probably not. Most states computers talk to each other. There is also something called an interstate "compact" which allows states to share information about reckless and impaired drivers, preventing them from just going to another state for a license. If you misrepresent yourself to get another license, and the state ever finds out about it, you could be arrested for fraud as well as facing the other issues that originally suspended your license. It can get ugly.

Unlicensed Drivers and Auto InsuranceYes, All drivers of a motor vehicle on Public Roads are required to carry your states minimum liability coverage. There is "No Exception" for unlicensed drivers. It's the Law.Without a valid license you will not be able to obtain coverage through the standard carriers as most of them will consider you ineligible for the programs they offer. You will need to contact an Independent Insurance agent that has access to non-standard markets. One company that will still offer you coverage is United Auto Insurance. there are others as well that will extend coverage to you. You will likely be paying a higher rate though as you will be considered high risk.AnswerI had a car back in my home town, I used to drive it without license. Now I feel it was wrong .You can not get auto insurance if you do not have a valid drivers license because you can not legally operate a motor vehicle on a highway. The definition of a highway is "any" street for public motor vehicle travel. You can lie and try and use a state ID card or something to actually buy auto insurance but as soon as your agent finds out you do not have a license your policy will be canceled and they may refuse you in the future for that reason. If you get into an accident and you try to use that insurance you will find out that somewhere in the small print is a statement that says they will not be required to cover you in the event you operate a motor vehicle without a valid operators license.
Yes. But depending on the reason your on probation, it might be in violation to your probation. So if you get a license and go hunting then the PO officer finds out... Could be bad news. Just call and ask your PO in advance.
In California, the law is, if you in fact have an accident in California without insurance, and the dmv finds out about it, your license will be suspended for 1 year.
