It is actually called a tie rod because it ties your steering controls to the rest of your suspension. A bad tie rod will cause uneven tire wear and probably some steering issues such a pulling in one direction (called alignment) and probably some shaking at moderate or high speeds. It costs less to have it replaced early before it can do sreious damage to the tires and the rest of your suspension.

How do you know a right outer tie rod end is bad on a 2000 olsdmobile intrigue and if bad is this dangerous to drive?

When a tie rod end goes bad it just means that it has a lot of wear and is loose. It is not unsafe to drive unless it is broken or missing pieces. You can see how bad it is by trying to move it bt hand. If it is out of the car and the rod end will move freely based on position then it needs replaced. As far as driving the vehicle, the steering will be sloppy nad there will be greater tire wear over the long term but it can still be driven.

I would say the drve train would cause a vibration. A wobble could be from a bad tire, unbalanced tire, bent rim, bad tie rod joint.

What causes a ringing noise in a '93 Lumina APV that sounds like it comes from the front end and the front driver's tire wobbles?

the tire wobble is caused by bad bearings of loose wheel bering bolts. t5he last person was right for both of your problems, first the bearing is starting to freeze up and needs to be replaced before your tire beats you down the street,if it's bad enough you may also need to replace the out tie rod because of the heat and vibration that it gets from the bearing being bad
