Once started the fluorescent tube no longer needs the starter. In fact starters are designed to electrically "remove" themselves from the circuit when the fluorescent tube is conducting.

a, the battery condition should be checked first to make sure that its capable of turning over the starter, a weak battery will cause the majority of starter problems, if the battery is fine then its more than likley to be a problem with the actual starter or poor connections on the starter, i have only ever had 1 with a wiring problem, as for the timing out it will not cause slow cranking unless its well out causing piston to valve contact this is only possible if the belt has slipped or it was timed up wrong on refitting a new belt so b is highley unlikley but not impossable. Checking the timing went away with the distributor.

Absolutely not. The starter gear must fully disengage the flywheel gears when you release the starter. Otherwise when the engine starts the starter will continue to be turned by the engine.

It depends on the size and type of the motor being started.
The voltmeter has an internal resistance, which should be as high as possible. As this resistance draws current from the circuit under test, it will affect circuit operation. This is more pronounced in a high impedance circuit because the current drawn flows through higher resistances.
That depends on the quality (price) of the meter. Ideally it should have no effect.

replace the starter
Make sure that the starter and the baterry are connected correctly. If it still does not work, you should go to a prefecianal meachanec to check it out! I don't know about "should", but races are normally started with a sudden sound like a starter's pistol, or by a visual signal like a light or flag.
You should check the soleniod by the battery mounted on the fender if that is not the problem the it is probably the soleniod on the starter. Had the same problem on mine until i tap the soleniod on the starter.
