It depends on the age of the girl. If your say 12 to 14 year old go for lip gloss, eyeliner, mascara, and very simple eye shadow. Once your older and more mature you can branch into face makeup. Tinted moisturizer, face powder, and more elaborate eye looks. Don't go to extravagant, keep it natural. You want to highlight your beauty not change into a completely different person.

For example, elf eye brightening palette is $1 and comes in a variety of different color combinations. (I have butternut, the neutral palette, it comes with 4 shadows)
