Unfortunately, a 1997 Toyota Supra engine and trans would not fit into a 1990 Mazda Miata. The Supra engine and transmission are unable to be mounted correctly within a Miata to make them fit.
a 3s-gte which is a 2.1 turbo is the easiest engine swap. this engine had 200 horsepower in the 5th generation. It was increased to 245 horsepower for the 6th generation celica. I have heard of a supra twin turbo being crammed under the hood a 5th generation celica, which can have upwards of 300 hp, but then you might as well just buy a supra as the cost of the swap would exceed the value of the car. edit: the 3sgte is a 2.0 turbo charged engine and it would be better to swap a 5sfe turbo

Of course not. Why would you think the Toyota Supra is illegal in any state? The Supra is legal to own, sell, and drive in any state.
Like many engine and diagnostic parts of the 1990 Toyota Celica, the tachometer needs the assistance of a fuse to operate correctly. Check the fuse box for a blown fuse for this instrument.
It could have a leaky carburetor or injector that's causing the engine to flood.

This is almost impossible to answer. It is too broad. Depending on whats wrong with the engine you might not need swapping. A rebuild is possible. But a 5S-FE engine for the 91 celica is fairly cheap for a low mile running engine. They came in a number of Toyota cars back in the 90's so there is no shortage of them. That's if you want the stock engine.. A more powerful turbo engine is available (from the celica alltrac, celica GT-4 and MR2 Turbo).. a bit more expensive with about the same amount of work.. One can find a cheap Toyota Supra by looking in second hand car shops. Another place to search would be online, on websites such as eBay or craigslist.
Fan belt? Well a 1995 celica would have either a 5S-FE (2.2L)or a 7A-FE (1.8L)engine. Both of these motors use electric fans. I am not sure which belt you are trying to change.
