What would be the problem if the starter would keep turning over even when the key is off?

There are a couple possibilities:
If the starter has been replaced and the problem has just begun, check the wiring. It could be that you have crossed the wires to the starter.
If THAT'S not the case, verify that the keyswitch is releasing the starter after you let go. and last, make sure there are no damaged or crossed wires between the keyswitch and the starter.

You have to ascertain if it is 'turning over' - if so the starter is OK. -Next if it fires at all and if so but does not go steadily there may be a fuel problem. If it does not fire or even cough then there is an ignition problem.

If you can hear your starter motor turning but not the engine you have some teeth missing on the ring gear. If you can hear nothing, not even the starter motor solenoid clicking into place, you have a connection problem between ignition switch and starter motor.

Most likely the start has failed. They do that at some point. Try knocking on starter with piece of wood or rubber hummer (not too hard). If it starts turning after, you need to replace the starter.

First thing that I would do is check the battery. The clicking sound is the selenoid on the starter. Usually that means the starter is bad. Isn't very hard to replace. Hope this helped.

It maybe that the starter has locked up. Have someone turn the key as you lightly tap the starter housing with a hammer. If it frees and starts, you've located the problem, a bad starter.

CV joints! If it is a front wheel drive car that is most likely what it is. The boots generally have a tear or are even sometimes missing. (due to rusting) this causes dirt to get up between the joints or even loss of grease with create metal on metal clicking. The noise greatly depends on the speed on which you're turning. You can generally tell by going underneath your car, and checking the boots. If these are torn and you can see or feel grease, then you need to get it repaired. A more rare problem could be the spring for the starter. What happens here is that the spring looses its tension, causing it to move back and forth inside the outer casing (it should not move when inspecting). It then hits the flywheel which creates the clicking noise. The only way to fix this is by replacing the whole starter. (how much that starter wiggles depends on how you're turning) references: was the problem with my car.
