What would cause a Chevrolet Tracker Zr2 6cyl to have problems starting in cold and or wet-cold conditions It almost always starts when pointed downhill and when I use pure gasoline with no ethanol?

I DONT KNOW ABOUT POINTING DOWNHILL BUT THE COLD AND WET SOUNDS LIKE PLUG WIRES. HOPE THIS HELPS
