Have your mechanics checked the static timing of the crank and 2 camshaft pulleys? Which begs the question when was the timing belt last changed or did someone replace the water pump without changing the timing belt and all the idlers? Have your mechanics checked fuel pressure / fuel flow rate? Are there any air leaks / vac. leaks behind the mass air flow sensor? That's just for starters. Don

High idle rpms and whistling is generally (usually) caused by a vacuum leak. Since you have checked the most obvious vacuum hoses, the leak could be where the intake manifold bolts to the head. ESPECIALLY so if the exhaust system/intake manifold has ever been replaced/reinstalled since it is not easy to get the intake manifold properly repositioned so it is leak free.

just to state obvious first check fluid levels (oil water etc). Does the cabin heater blow hot air? if not it could be vapor locked (after having the 'stat replaced system not bled properly) have your local garage drain and refill system. Have your water pump checked for the internal fins being worn or rusted away. Also get the head gasket checked as these are prone to going and the sooner they are fixed the less damage you should be looking at. hope this helps
