Could be,Base timing should be 8 degrees BTDC,
A large vacuum leak,
Double check the operation of the accelerator pump,
Carburetor may need rebuilding,
Worn spark plugs,
If it hesitates only when cold and goes away once warmed up, it may have a choke problem,
your car being broke get it checked out
Could be many things. Have your universal joints checked.
Have your ball joints checked out.
If the engine starts and runs but will not respond the the accelerator have the throttle linkage checked. It sounds as if it may have become disconnected somehow.
There may be something wrong with the accelerator. It might be time to get the vehicle checked out to ensure nothing is wrong.

Get your accelerator pedal checked, I had surging problems for 6 months and Ford could not find the problem, they finally replaced the accelerator pedal and the problem went away. The throttle positioning sensor seems to wear out in the spot that it is used most around 1800 RPM
have your timing checked it sounds like it out
You didn't mention if carby or fuel injected. If carby probably your accelerator pump has an issue such as damaged piston boot or diaphragm and this is not squirting an initial amoubnt of extra fuel when the engine suddenly gulps extra air as you depress the accelerator pedal. If fuel injection it's very hard to offer info on the internet, need to go to someone like a dealer to get it checked with software or the fuel pump pressure checked (could be as simple as a blocked fuel filter).
I think that happens when you are changing gears. If you make the engine goes to 3000 rpm and suddenly release the gas pedal and rapidly press down the clutch pedal. The rev would up. With very noisy sound. Isn't it?
Suspect blocked accelerator pump in carbie, look in carbie throat operate accelerator and you should get a squirt of fuel. SU carbies don't have this problem.
