The howling sound is coming from the mass air flow sensor, this is so common in Ford vehicles they have even given it a name they call it the ("Moose in the intake") it is caused by the 2 metal blades in the metal air flow body that connects to your air filter box, the mass air flow sensor is the little black box that sits on top of the metal air flow body, it has a electrical plug in that when working properly opens and closes the 2 metal blades, but when it goes bad, the blades not opening to allow for proper air flow causes the howling sound you are hearing, Ford wants anywhere from $100-$200 for this mass air flow sensor, but they are commonly found in salvage yards for about $50 bucks, you get the whole assembly so there is no need to try and take the little black box off of the metal body, the whole proceedure takes all of 5 minutes and requires just 1 Phillips head screw driver.
check to make sure the two tabs of the air cleaner box are in there grooves. you probably will find that one or both are not causing it to suck air, making the howling sound.

Could be clutch cooling fan engaging
cause you might not of put tighten the tire when you replaced it . or your rim is bent, did you hit a curb?
