There are two things it could be, the child could have been bitten by an insect or might have a dirty pores. With a bite, try puts some soothing cream on and make sure they dont itch at it. With dirty pores make sure they wash their face with a flannel everyday.

There is a virus called Roseolla. My son is 19 months and has had it twice. First, most of the time, they will have a high fever for a day or two. Then, when the virus is not contagious anymore, they will get red dots all over their body. It is not really much of a big deal, and sometimes the doctor wont even give you medicine for it. The first time my son had spots ALL over his body, and i thought he was getting chicken pox almost. Then they spread to where they were almost conecting to each other to where the spots were completely taking over. The second time he had it he was older and it was just a bunch of small red dots. But it doesnt harm the child at all, or itch at all. Hope this helps! but its best to still take them to a doc... good luck!
