It may be the floats are stuck in the carburators or the chokes may be stuck on.
The carburretor float valve is stuck open or the float is punctured/stuck down.
Driving through flood water would cause the ignition to fail and stall the engine.
if you press the pedal to much that is what can cause the engine to flood

Check engine light on?? Not running on all cylinders?
The ocean would probably overflow and cause a flood to occur.
