A short circuit either in your wiring system or electrical panel could cause your fuses to blow. Most likely, it would be caused by a burned out wire which is frayed and touching a piece of metal in your vehicle.
Cause the window motor is out
The motor could be frozen up or the motor resistor could be blown. If the motor is frozen and you try to turn it on, most of the time it will blow the resistor which in my 1986 Mazda b2000, is located behind the glove box mounted in the air duct.
Check for a loose power steering belt.

On a 1991 Mazda B2500, there are 3 fuses on the passenger side under the hood ... near the rear and on the side. The two 30 Amp fuses can be pulled out from the top. The 80 Amp main fuse is bolted in on both sides. A small screwdriver will open up access to these bolts.
Look at the fuses behind the glove box.
